Allow Users To Create New Terms in SharePoint's Taxonomy Term Store

If you go to the Term Store Management you can add new term sets in the taxonomy term store whenever you want. However, maybe you want to allow users to create new term sets, so you’ve to do this:
1. Go to the Term Store Management.
2. Select the Term Set that you want.
3. On its properties select ‘Open‘ in the propery ‘Submission Policy‘.
4. Go to the Site Column that belongs to that Term Set and click on it in order to edit its properties.
5. Select ‘Yes‘ in the category ‘Allow Fill-in‘.
6. Now when you open a term selector of that column, you’ll be able to create a new term.
